1. Context

The Children 1989 places a duty on local authorities to regularly review children's care plans when they become looked after. The Care Standards Act 2000 and the National Minimum Standards for Children's Homes 2011 give further importance and emphasis to the review process.

The following procedure should be read in conjunction with Looked After Services: Reviews.


2. Scope

The review process should address young people’s assessed needs, their development and progress at the home. Care Plans and Placement Plans should be regularly reviewed.

This chapter relates to the responsibilities of the children’s home in relation to Looked After Reviews. There is an overarching procedure in relation to reviews which includes the roles and responsibilities of the Independent Reviewing Officer and the child’s social worker


3. Procedure

1.0 It is the responsibility of the Children’s Homes Manager to ensure that each young person’s Care and Placement Plans are reviewed regularly, as required within the legislation (see Frequency of Looked After Reviews). Where there are difficulties within the placement, the Children’s Homes Manager should ensure that a Review or Planning meeting is called in order to address the placement issues.
1.1 It is also the responsibility of the Children’s Homes Manager to ensure, as far, as is possible, that children and young people participate in their Reviews.
1.2 It is the responsibility of staff to contribute to the young people’s review process. In order to facilitate this, the Children’s Homes Manager should ensure that staff are given the appropriate support and training. The Children’s Homes Manager and management team also need to ensure that the appropriate staff member attends each young person’s Review Meeting. This person should be sufficiently knowledgeable of the child and the home in order to be an effective representative.
1.3 The decisions and actions of all Statutory Reviews should be recorded on the young person’s Daily Living and RAISE Documentation.
1.4 Any recommended changes to the day-to-day care of the young person following on from the Review should be amended and facilitated, as necessary. Individual staff members, who have responsibility for following through any particular Review decisions or actions, should be clearly identified.
1.5 A written copy of the review should be made available to each young person and they should be given help to understand the information and to store it safely.
