1. Context and Scope

National Minimum Standards for Children’s Homes, Care Standards Act, 2000 Regulation 33, provides the Local Authority with a system of monitoring of children and young people’s welfare, where the Registered Provider is not in day to day charge of the home. The visits are also undertaken in conjunction with elected members who carry elected responsibility for the welfare of children and young people looked after in residential care.


2. Procedure

All children’s homes should be visited, under Regulation 33 of the National Minimum Standards for Children’s Homes, at least once a month and a written report on the conduct of the home must be completed following the visit.

The ‘Visitor’ and an Elected Member will carry out the Regulation 33 visits and are responsible for completion of the written report.

Visits should be unannounced and the following should be checked and/or covered:

  • Daily Log Book
  • Record of Complaints
  • Disciplinary Measures/Sanctions/ Use of Restraint
  • Assessment of the physical condition of the building, furniture and equipment of the Home
  • Opportunity should be given for any young person or staff member who wishes to meet with the visitors. And this should, if requested, be in private
1.2 Action should be taken by the Children’s Homes Manager and/or Service Manager, Looked After Children on any recommendations or issues of concern that are raised by the subsequent reports.
