9.8.2 Monitoring of the Operation of the Home

1. Context

The Children Act 1989 and the Care Standards Act 2000 provide the context to this particular procedure. Particular reference is made within the Children's Homes Regulations and the National Minimum Standards for Children's Homes. The main purpose behind all the legislation is to ensure that each home is effectively monitored and that necessary changes are made in the light of such monitoring.


2. Scope

This procedure covers the monitoring, reviewing and adapting of the Statement of Purpose. Additionally it relates to all the records within each home being effectively monitored and responded to, as necessary in the light of such monitoring.


3. Procedure

1.0 The Statement of Purpose of each Home should be monitored and reviewed on a regular basis. A full review should take place annually.
1.1 It must be demonstrated that the operation of the Home is in accordance with the Statement of Purpose and that only children and young people are admitted to the home whose assessed needs can be met by the Statement of Purpose. Furthermore the range of needs being met by the Statement of Purpose must not be excessive in the light of the Home’s current functioning. 
1.2 There should be a written development plan for the future of each home. The Plan should identify any planned changes in the operation or resources of each Home or, confirm the continuation of each Home’s current operation and identify the resources to continue with the service.
2.0 The Children's Homes Manager should monitor and sign all records within the Home on a monthly basis. Furthermore any issues or concerning patterns that are identified should be responded to and appropriate action taken to promote the welfare and quality of the care of the children and young people.
2.1

Children’s Homes Managers should be aware of, continually monitoring and taking any necessary action in relation to the any of the following:

  • High Incidence of Police involvement with children and young people in the Home
  • High Incidence of children and young people not attending school, school suspensions and exclusions
  • High Staff Turnover
3.0 Copies of Inspection Reports by the National Care Standards Commission should be available to all members of staff, children and young people living at the Home and, where appropriate, their parent.
